Rental Communities: SHE’s Legacy of Affordable Housing

As Self-Help Enterprises (SHE) celebrates its 60th anniversary year, we reflect on our rich history and the impact of our diverse programs. This month, we highlight our Rental Communities, a cornerstone of our commitment to providing affordable housing solutions in the San Joaquin Valley. Realizing early on that homeownership alone could not address the housing needs of all residents, SHE expanded into rental housing development, beginning with the acquisition and rehabilitation of Bear Creek in 1979.

The Bear Creek project, located near Planada, marked SHE’s first foray into rental housing. Originally envisioned as a limited-equity housing cooperative, the project faced numerous challenges, including regulatory hurdles and complex financing. Despite these obstacles, the 37-unit community became an attractive and well-managed rental option for farmworkers, thanks to the collective efforts of SHE staff, local farmworkers, and community volunteers. The Bear Creek community was referred to as a “model for the nation,” and set the stage for SHE’s continued work in creating quality, affordable rental housing. 

Today, SHE’s rental housing portfolio has grown to include over 2,600 units, serving a diverse population of farmworkers, seniors, low-wage workers, and formerly unhoused individuals. Our developments, like the new farmworker housing community in Planada, are designed with ample green spaces, play areas for children, and multi-use community centers equipped with computer labs and kitchen facilities. These thoughtfully planned communities not only provide safe and affordable housing but also contribute to the vibrancy and sustainability of their surrounding neighborhoods. 

The importance of affordable rental housing cannot be overstated. Many residents in underserved communities face overcrowding and high housing costs, making it difficult for them to find decent homes. SHE’s rental apartments are strategically located near essential services, including schools and public transportation, ensuring that residents have easy access to the resources they need. Our commitment to quality and affordability is evident in the design and amenities of our properties, which include energy-efficient appliances, central heating and air conditioning, and professional management. 

“I like all the things here, the play area, community center, my apartment. It’s a great place to live. I feel comfortable knowing my children are safe,” said Sandra, a Biola Village Resident.
