Manager – Community Development



Salary: $5,698 – $9,282 monthly

As the Community Development Manager, you will implement programs and lead a staffing team working with disadvantaged community residents facing water supply, quality issues, and wastewater needs. You will lead a team of Community Development Specialists who work closely with low-income, rural residents to assist them in developing and managing community facilities. You will serve in an advocacy and technical assistance role regarding the needs of rural, low-income people for safe, adequate water and wastewater facilities.

 

You will oversee project work under several different funding programs, coordinate with local, state, and federal agencies to implement drinking water and wastewater projects, and provide technical assistance to rural utility providers. You must be able to work independently and as a team member, be detail-oriented, and demonstrate strong program management and supervision skills. You must also work effectively with diverse community groups and public and private agency officials, be passionate and have a commitment to equitable community representation, have a strong community organizing background, be visionary, and have a strong work ethic.

Responsibilities


  • Provide leadership to program staff in carrying out the programs and mission of SHE.
  • Oversee the management of contracts to ensure work is completed on schedule and in compliance with contract requirements.
  • Oversee and support the development/implementation of community outreach and engagement plans and community water needs assessments.
  • Support the development of community education and capacity building program curriculum.
  • Assist in preparation of reports to funding agencies and organizations.
  • Effectively and constructively manage and coordinate the services of professional consultants such as planners, engineers, accountants and others.
  • Seek appropriate financial resources to maintain, expand and improve program efforts plus cultivate and maintain relationships with existing and new funders
  • Ensure program staff members are well-trained, well supported, and provided a safe work environment.
  • Maintain effective communication with SHE partners, staff and others in a way that furthers positive working relationships.
  • Prepare program and project budgets; review fiscal data, effectively manage within budget.
  • Represent SHE to communities, agencies, funders and the media.



Must Haves


  • Experience in supervising and motivating a team to achieve varied objectives and manage projects on different timelines.
  • Bachelor of Arts or Science, preferably in a field related to this position or equivalent work experience.
  • Experience with the Clean Water and Drinking Water State Revolving Funds and the SAFER program.
  • Knowledge of the Safe Drinking Water Act, Waterworks Standards, and California regulations pertaining to drinking water quality and wastewater treatment
  • Demonstrated technical, management, and administrative experience and expertise appropriate to the specific program area(s).
  • Demonstrated experience with public speaking, meeting facilitation, and effective communication skills.
