Visalia-based community development organization Self-Help Enterprises (SHE) received just over $1 million for mortgage assistance programs split between housing units in Tulare, Kern, Merced and Madera counties.

When Self-Help Enterprises (SHE) bought the block from the City of Visalia, their plan was to build affordable housing. The non-profit community development organization was aware of the parcel’s historic importance, and out of a strong sense of community and an appreciation for local history, the company invited Visalia Heritage, (VH), a local Visalia history non-profit organization, to serve as a historical consultant. VH recommended that prior to construction, the land be examined to attempt to locate the exact footprint of the fort. SHE agreed and hired ASM Affiliates, an archeology company, to use radar equipment to find it.

“The proposed changes will hurt all rooftop solar, and the state’s decarbonization goals,” said Self Help Enterprises, a low-income housing program in Visalia, California, in an email to The New Lede. “However, low-income populations will be hit especially hard since a higher percentage of their income goes to rent and utilities.”

“It is very important because it’ll help, first of all, prevent eviction. We do have a lot of residents that are being evicted due to not having their rent current, and this will help,” says Julia Cabanas, program manager at Self-Help Enterprises.

The Visalia-based nonprofit is known for both its quick response in emergencies as well as sticking around to find long-term solutions for residents of mostly low-income communities in the San Joaquin Valley.
